The MCD, Shahdara (North) Zone consists of 16 wards namely

The Zone is expected to perform certain obligatory and certain discretionary functions in the interest of large public: Residential as well as Commercial.
  1. Mission/Vision

The mission of the zone is to give the best and prompt services to the citizens of zone and enforcement of DMC Act.
  1. Brief history and background for its establishment.

The zone came into existence since the enforcement of municipal committess and to cater to the civic needs of the public like Health & Pry.Education, Sanitation & Conservency, drainage, roads, gardens, lighting etc.

  1. Allocation of Business

(i) General Branch: -Grant of Trade/storage Licences to regulate the trading/storing activities.

(ii) Building Deptt.:- Sanction of Building plans

(iii) Works Department:- Construction and maintenance of roads/lanes/footpath
(iv) Horticulture Department: -Development and maintenance of parks

(v) Health Deptt. Registration of Birth & Death, Medical and health

(vi) Education Department:-Provide primary education

(vii) CSE Department:- Sanitation and conservancy

(viii) Property Tax Deptt.:- Assessment & Collection of property tax

(ix) Veterinary Services Department:- Registration of dogs, issuance of licence to Cycle Rickshaws, and impounding unauthorized rickshaws, checking of illicit slaughtering of animals, control of stray cattles and dogs, issuance of licence to meat shop

(x) Enforcement of Delhi Municipal Corporation Act and Bye-laws.
  1. Duties to be performed to achieve the mission
(i) All the receipts are being collected through CSB.
(ii) All the payments are being made through Electronic Clearance System & Cheques.
(iii) Decentralization of financials and administrative powers
(iv) All the lengthy procedures are being cut short by decentralizing the financial and administrative powers.
  1. Details of services rendered

(i) The construction, maintenance and cleansing of drains and drainage works and of public latrines, urinals and similar conveniences.
(ii) The scavenging, removal and disposal of filth, rubbish and other obnoxious or polluted matter
(iii) To provide primary health services, maternity services.
(iv) To provide primary education.

  1. Grievance redressal mechanism:-

The citizen can lodge his grievance at Control Room in person or through telephone. The members of the Corporation at Zonal level holds meetings with officers weekly for the redressal and speedy disposal of the complaints. Bhagidari meetings with RWAs and Market Trader Associations are being held at Zonal Level and their grievances are looked into for the speedy disposal of the same. The complaints can also be registered through internet and the same are also redressed by the concerned department. He can also approach to the concerned officers for redressal of the complaints.

7 Store Keeper To maintain the record of impounded goods and receipt of compounding charges etc.



Manual 3 Procedure followed in decision-making process

To regulate the traders, the trade licences are being issued and its renewals are being done by the CSB center situated in zone and wards. The CSB centers under- takes the following acts
(1) Renewal licences

(2) Registration of Death and Birth and issuance of Certificates

(3) booking of parks for holding private functions. For holding public
functions you will have to go to the Zonal Dy.Director of Horticulture to
obtain permission.

(4) receipt of Property tax
(6) issue and receipt of application forms for grant of trade licences and factory licences.

The enforecement branch take encroachment removal action against the encroachments on the public land.

In the zone one control room is functioning from 6AM to 10PM to receive the complaints of the public. The control room is equipped with Civil Engineer, Electrical Engineer and representative of Sanitation. The complaints are also received by telephone. During the rainy season, the control room is functioning round the clocks which is headed by Asstt. Public Relation Officer and other Senior Officers of the zone. During emergency, the senior officers are also available to get the readdressal of the complaints immediately.

The NALA cleaners put out garbage on the bank of NALA. They do not collect that garbage even after it dry. It sprayed on the road by the passersby. The tractor-trolley of MCD do not pick proper garbage in Gali No 5, B-Block, Kabir Nagar. They load & unload the materials of local contractors who are making unauthorized flats in the area. please look in to the matter and take action if you can and reply accordingly. Respected Sir,

I am complaining on the behalf of people living shahdra near kirti mander. from the last 3 weeks we are suffering with teh bad supply of water. That water is not suitable for even to wash clothes so you can better understand that how that water is suitable foe washing or Drinking?
There is humble request from us that please take action on this complaint as soon as possible.
